Three months ago, I suggested that Secretary Duncan create an internal skunkworks operation to prepare for something like this. Obviously his team is busy, but this deserves as much attention as his folks can muster.

Are we better positioned today to offer detailed advice were DPS's emergency manager Robert Bobb to decide that a massive systemic overhaul is needed?
