A memo issued by the California Department of Education last month warned parents that they may not home-school their children unless they have professional teaching credentials, the Washington Times reports. If such a thing were ever enforced, California would become the only state in the union that would require home schooling parents to be certified teachers, according to Michael Smith of the Home School Legal Defense Association. Home schooling advocates said the memo was merely a ploy aimed at frightening parents into sending their children to public schools.
