AEI's Hess and Squire turn in an interesting study of Hawaii's approach to school restructuring under NCLB. Though the state's strategy isn't exactly aggressive, it does make use of diverse providers, an issue in the news of late. It also reflects interesting aspects of Hawaiian culture. Though that isn't necessarily of high interest to those working to improve schools on the mainland, it does shed some light on how culture and education policy interact. The short report is worth perusing if you've ever wondered why school reform efforts--especially in cities--are so often remarkably accommodating to adults.
