A New York judge dismissed three lawsuits seeking to keep publishing exec Cathleen Black from taking over the reins of the nation's largest public school system.
The judge ruled that state education commissioner David Steiner, who had to give Black a waiver to take the job since she was not an educator,
fully weighs the qualifications of Ms. Black, including the alleged deficiencies in her background and experience, in light of the unique nature of the district, and reaches a conclusion based on a careful consideration of all the relevant factors.
