The Department has released the list of states intending to apply in round 2 of RTT.
Two weeks ago I made some dire predictions about the large number of states that might forgo this second competition. This new list confirms these worries.
Eleven eligible states appear to be out on the running: ?AK, IN, KS, NE, ND, OR, SD, TX, VT, VA, WY.
I think that OR and VA may reconsider and jump in, but I'm pretty sure the others are out. (Again, notice the rural connection.)
Moreover, there are still other states that might drop out despite saying they intend to apply, such as AL, MN, MT, NH, and NV.
So of the 49 possible entries (48 states and DC), we are likely to see somewhere between 40 and 33 applications submitted by June 1.
