It discusses the same issue raised by Steven Wilson in this AEI working paper and by??Ed Sector in this report: how do we sustain and grow the nation's best urban schools when human capital is in short supply?
One possible answer is provided in this excellent article from the NYT Magazine, "Building a Better Teacher," by Gotham Schools' Elizabeth Green. Perhaps the right type of research and professional development can make a difference.
