Leaders in both West Virginia and Kentucky are admitting that they suffered in RTT scoring because they still lack charter laws.
They knew this would be the case as soon as the application was finalized. It showed that no charter law means a 32-point deduction. But perhaps they didn't realize how important 32 points would be until they saw the final scores.
Whether they act remains to be seen.
