We haven't even gotten the results of RTT round one and Obama is already asking for another $1.35 billion to continue the competition a third year. Honestly, this is absurd. We've seen some good and some so-so legislation come out of the promise of RTT dollars. But we don't know how the actual RTT dollars will be spent, for good or for ill. It might have seemed like a good media decision to make this announcement on the day the applications were due (aka, today) but policy-wise it's ridiculous.??(And the doubts I had about a yearly RTT a few weeks ago apply here too.)
