This report from the Council of Chief State School Officers is meant to help states develop viable school accountability arrangements, in part to comply with the requirements of the new federal No Child Left Behind law. In thirty pages, it (a) sets forth a ten step sequence by which states can grapple with key questions of accountability-system design; (b) poses three big "alignment questions" by which states can determine whether their accountability systems are internally consistent; and (c) briefly sketches a few case studies meant to illustrate four different accountability-system models.
