Vladimir Kogan is a Senior Research Fellow at the Thomas B. Fordham Institute and a Professor at The Ohio State University’s Department of Political Science. His research uses rigorous quantitative methods to examine how educational governance and policy impact student learning in the classroom. In Ohio, his work has examined the consequences of Covid-19 pandemic learning disruptions and subsequent recovery efforts. He has published academic research on education governance and policy in a wide range of leading interdisciplinary journals, including the American Political Science Review, American Journal of Political Science, Journal of Public Economics, Journal of Policy Analysis and Management, and AERA Open. Kogan is also the author of the book No Adult Left Behind: How Politics Hijacks Education Policy and Hurts Kids, which was published in 2025 by Cambridge University Press. He received a PhD, master’s, and bachelor’s degrees in political science from the University of California, San Diego, and before entering academic worked as a journalist at the pioneering nonprofit Voice of San Diego, where he covered the San Diego Unified School District. Kogan regularly publishes commentary on education policy in popular national outlets including Education Next, City Journal, and The 74.
