When it comes to pension reform in the education realm, it’s hard to stay positive. Here, we’re saddled with a bona fide fiscal calamity (up to a trillion dollars in unfunded liabilities by some counts), and no consensus about how to rectify the situation. No matter how one slices and dices this problem, somebody ends up paying in ways they won’t like and perhaps shouldn’t have to bear. All we can say is that some options are less bad than others.
Conducted jointly by the Thomas B. Fordham Institute and Public Impact, the new research study Searching for Excellence: A Five-City, Cross-State Comparison of Charter School Quality sheds light on charter performance — in Albany, Chicago, Cleveland, Denver, and Indianapolis. In an era of budgetary belt tightening, state and local policy makers are finally awakening to the impact of teacher pension costs on their bottom lines. Recent reports demonstrate that such pension programs across the United States are burdened by almost $390 billion in unfunded liabilities. Yet, most states and municipalities have been taking the road of least resistance, tinkering around the edges rather than tackling systemic (but painful) pension reform. Is the solution to the pension crisis to offer teachers the option of a 401(k)-style plan (also known as a "defined contribution" or DC plan) instead of a traditional pension plan? This new policy brief by Nathan Levenson, Managing Director at the District Management Council and former superintendent of Arlington (MA) Public Schools, offers informed advice to school districts seeking to provide a well-rounded, quality education to all children in a time of strained budgets. Levenson recommends three strategies: prioritize both achievement and cost-efficiency; make staffing decisions based on student needs, not student preferences; and manage special-education spending for better outcomes and greater cost-effectiveness.

In this "Ed Short" from the Thomas B. Fordham Institute, Amanda Olberg and Michael Podgursky examine how public charter schools handle pensions for their teachers. Some states give these schools the freedom to opt out of the traditional teacher-pension system; when given that option, how many charter schools take it? Olberg and Podgursky examine data from six charter-heavy states and find that charter participation rates in traditional pension systems vary greatly from state to state. When charter schools do not participate in state systems, they most often provide their teachers with defined-contribution plans (401(k) or 403(b)). But some opt-out charters offer no alternative retirement plans at all for their teachers. Read on to learn more.

This study from the Thomas B. Fordham Institute finds that low-performing public schools—both charter and traditional district schools—are stubbornly resistant to significant change. After identifying more than 2,000 low-performing charter and district schools across ten states, analyst David Stuit tracked them from 2003-04 through 2008-09 to determine how many were turned around, shut down, or remained low-performing. Results were generally dismal. Seventy-two percent of the original low-performing charters remained in operation—and remained low-performing-five years later. So did 80 percent of district schools. Each year the Thomas B. Fordham Institute conducts an analysis of urban school performance in Ohio. We found that in 2009-10, 26 percent of public school students (district and charter) in Ohio's Big 8 urban communities attended a school rated A or B by the state, 28 percent attend a C-rated school, and 47 percent attended a school rated D or F.

Voucher opponents often argue that it's unfair to hold public schools accountable for results under the No Child Left Behind Act and various state rules while allowing private schools that participate in school voucher programs to receive taxpayer dollars without similar accountability. In this study of the No Child Left Behind Act system and Adequate Yearly Progress (AYP) rules for 28 states, we selected 36 real schools that vary by size, achievement, diversity, etc. and determined which ones would or would not make AYP when evaluated under each state's accountability rules. If a school that made AYP in Washington were relocated to Ohio, would it still make AYP?

It shows how the U.S. has performed internationally in education in recent years, and it provides a glimpse of how education looks in several top-performing nations.
Ohio can boast of praiseworthy gains over the past decade in making school funding more equitable across districts, but there is more work to be done. To mitigate the school-finance inequities that remain within districts and gear school funding toward the realities of student mobility, school choice and effective school-based management, this report recommends that Ohio embrace Weighted Student Funding (WSF), which allocates resources based on the needs of individual students and by sending dollars directly to schools rather than lodging most spending decisions at the district level.
NCLB allows each state to define proficiency as it sees fit and design its own tests. This study compares state tests to benchmarks laid out by the Northwest Evaluation Association to evaluate proficiency cut scores for assessments in twenty-six states. The findings suggest that the tests states use to measure academic progress and student proficiency under NCLB are creating a false impression of success, especially in reading and especially in the early grades.
